Does the President have the authority to enact a quarantine under the principles of federalism in the Constitution. (There is no doubt that he has broad emergency powers, but it is the states who have the reserved power to protect the welfare of citizens. Such an order would created a seizure. How could it be justified under the Fourth Amendment?
