Is there any way in which President Trump can be said to have a mandate? If so, what is the justification for it, given that he won fewer than half of the votes cast, and less than his Hillary Clinton? If not, why not, and how should the election results affect how he should govern? (Please don’t bother making arguments about who “should” have won or about illegal, fraudulent, or uncounted votes unless you have some hard evidence to offer. And if you have such evidence, please notify the FBI, or at least the FEC.) 2. While the War Powers Act was intended to help Congress rein in the President’s warmaking powers, it had the side effect of legitimizing the President’s authority to use the military for a short time without Congressional approval. Is this the right balance of war powers between the President and Congress? Should the President have more authority than he has when it comes to war? Should Congress play a larger role in military decisions?
